Director, Office of Small Business Programs, U.S. Transportation Command
Nicole Swoboda is the Director of the Office of Small Business Programs at U.S. Transportation Command, Scott Air Force Base, Illinois. She is committed to maximizing small businesses’ participation in command acquisitions and serves as the primary source of information to the small business community in understanding command requirements. Ms. Swoboda oversees policies to ensure compliance with small business regulations and participates in training and outreach to expand prime and subcontract opportunities to small business socioeconomic concerns.
As head of the Transportation & Technology Industry Liaison Office, she evaluates company submissions, identifies stakeholders, and facilitates communication of innovative capabilities aimed at allowing the military to rapidly understand and leverage industry advancements. Ms. Swoboda holds a Master’s Degree in Business Administration from Southern Illinois University, Edwardsville, and holds Contracting Level III and Program Management Level I certifications through the Acquisition Professional Development Program. She was named the 2019 USTRANSCOM Category III Civilian of the Year.

Deputy Chief, IT Programs and Support Services Division, Acquisition Directorate, U.S. Transportation Command
Andrea Mouser is the Deputy Chief of the IT Programs and Support Services Division, Acquisition Directorate, U.S. Transportation Command, Scott Air Force Base, Illinois. She oversees the cradle-to-grave acquisition and administration for a $2.2 billion portfolio of national-level IT transportation systems and support services, including the Joint Transportation Management System (JTMS), Third Party Payment System (TPPS), Enterprise Architecture, Data, and Engineering (EADE), Defense Personal Property System (DPS), Analysis of Mobility Platform (AMP), Global Freight Management (GFM), and Integrated Booking System (IBS).
Ms. Mouser has spent nearly two decades at USTRANSCOM, progressing from a Copper Cap Intern to her current senior leadership role. She holds a Master’s degree in Sociology from the University of Tennessee, Knoxville, and a Bachelor’s degree from the University of Oklahoma. She holds Contracting Level III and Program Management Level I certifications through the Acquisition Professional Development Program.

Chief, JTMS Joint Program Office Support Branch, Acquisition Directorate, U.S. Transportation Command
JaneAnne Holten is the Chief of the Joint Transportation Management System (JTMS) Joint Program Office Support Branch under the IT Programs and Support Services Division, Acquisition Directorate, U.S. Transportation Command, Scott Air Force Base, Illinois. She oversees the cradle-to-grave acquisition and administration for the $1.6 billion JTMS contract portfolio. The JTMS program is one of the Under Secretary of Defense for Acquisition and Sustainment’s efforts to reform business within the department.
Ms. Holten’s experience in IT systems and support services acquisition has spanned her career, with her more recent work focused on transportation IT system sustainment and services supporting USTRANSCOM, including TRAC²ES, MAFC2SDS, and Managed Information Technology Services (MITS). She holds a Master’s degree in Business Administration from Webster University and a Bachelor’s degree in Marketing from Southern Illinois University, Carbondale. She holds Contracting Level III and Cyber Procurement Level I certifications.
